Illinois HB 4329: Sponsor: Representative Thomas Holbrook (D): Summary: HB 4329 provides that the exemption from the prohibition against window treatment, allowed to persons with a medical condition that requires the person to be shielded from the direct rays of the sun, applies to window treatments applied or affixed before January 1, 2008 (rather than before January 1, 1998). It provides that the medical certification for a window treatment applied or affixed before January 1, 2008 (rather than before January 1, 1998) must be kept current and must be renewed annually by the certifying physician. It provides that the exemption remains in effect until January 1, 2014 (rather than until January 1, 2008). Referred to Rules Committee.

Maryland HB 229: Sponsor: Delegate Pauline Menes (D): Summary: restricts a person from driving on any highway in Maryland, any motor vehicle manufactured or assembled after June 1, 1937, and registered in the state, unless the vehicle is equipped with safety glass wherever glass is used in the motor vehicle. The bill also restricts the sale of a motor vehicle unless the same conditions are met. The bill requires that the owner of any motor vehicle have any broken glass in the vehicle replaced only with safety glass. Referred to Environmental Matters Committee. Hearing scheduled for 2/10.

Mississippi HB 164: Sponsor: Representative Tommy Woods (R): Summary: An act to amend section 63-7-59, Mississippi code of 1972, to require motor vehicle inspection stations, when performing vehicle inspections, to conduct a test of the luminous reflectance and light transmittance of windows of motor vehicles that have been tinted or darkened after factory delivery; to delete the requirement that manufacturers of motor vehicle window tint or darkening material apply to the commissioner of public safety for registration and approval of its tint or darkening material and supply to the consumer an approved label along with the product at the time of sale or distribution in this state; to authorize motor vehicle inspection stations to collect and retain an additional fee for conducting tests of the luminous reflectance and light transmittance of motor vehicle windows; and for related purposes. Virginia HB 1342: Sponsor: Delegate Harvey Morgan (R): Summary: Insurance; unfair settlement practices. Requires an insurer in connection with a glass claim arising under a motor vehicle insurance policy to disclose to the insured or claimant that (i) the insurer is referring the insured or claimant to a third party representative; and (ii) if the third party representative has an interest in the repair or replacement facility to which the insured is recommended. The bill holds the referring insurer accountable for any violations of the third party representative. Referred to Committee on Commerce and Labor.

New York AB 981: Sponsor: Assembly Member Vito Lopez (D): NYC Ad Cd Increases amount of civil and criminal penalties for failing to install window guards; for a second or subsequent violation the criminal penalties shall be increased to a fine of up to $1000 or imprisonment for up to one year, or both; for a first civil violation the fine shall be $1000, for a second violation the fine shall be $2500 and for any subsequent violation the fine shall be $5000. New York AB 8008: Sponsor: Assembly Member Catherine Nolan (D): Summary: Relates to unenforceable liability exclusions in connection with window guards; provides that any release or waiver purporting to limit or avoid liability of an individual, firm, partnership, public or private corporation, public or private institution, public authority or municipal corporation shall be void as against the public policy of the state and wholly unenforceable in cases where such release or waiver relieves liability from the responsibility to provide window guards.
